Sim Card Registration Act

This covers for both prepaid and postpaid, Existing SIM subscribers must register with their PTE or Public telecommunication Entity within 180 days from the effectivity of the law, failure to do so shall lead to deactivation. New SIM will be activated upon registration in any Telco service provider. It is the same thing with foreign nationals to register their PH SIM but they need to provide their nationality, passport number and address in the Philippines.

You can buy SIM for others when you have duly authorized special power of attorney. The principal and proxy should present certified true copy of valid ID with photo. For minors, parents should have written consent for them.

Marcos signed the law, which requires SIM card or newer types of SIM (eSIM) users to present any official identification before they could use these.
The measure also aims to help law enforcement authorities "track perpetrators of crimes committed through phones," an earlier press release from the Office of the Press Secretary showed.



The President also assured the public that the SIM Card Registration Act puts a premium on the protection of confidentiality and data privacy rights of subscribers.

"Any information in the SIM Card Registration shall be treated as absolutely confidential unless access to these info has been granted by the written consent of the subscriber," he said. 

He added that under the new law, existing prepaid SIM card users would also need to register "within a prescribed period." Failure to do so, he said, will result in the automatic deactivation of the SIM's services to the subscriber. 

Under the law, public telecommunications entities (PTEs) — government or private — and direct sellers are mandated to require users to present valid IDs with a photo when acquiring SIMs. Among the valid documents that may be presented for purposes of SIM registration include the following:

·         Passport

·         Philippine Identification

·         Social Security Service ID

·         Government Service Insurance System e-Card

·         Driver’s license

·         National Bureau of Investigation clearance

·         Police clearance, Firearms’ License to Own and Possess ID, 

·         Professional Regulation Commission ID

·         Integrated Bar of the Philippines ID

·         Overseas Workers Welfare Administration ID

·         Bureau of Internal Revenue ID

·         Voter’s ID

·         Senior citizen’s card

·         Unified Multi-purpose Identification Card

·         Person with Disabilities card

·         Other government-issued ID with photo.

Corporations, meanwhile, are required to present their certificate of registration as well as the duly-adopted resolution designating their duly-authorized representative, and special power of attorney for the registration of SIM of other juridical entities. VIA ABS-CBN News

Manila | The CICC made the revelation during the Senate finance subcommittee hearing on the budget of the Department of Information and Communications Technology (DICT). Cybercrime Investigation and Coordination Center (CICC) on Tuesday told senators .

The CICC, an attached agency of the DICT, said it will provide more information in an executive session.

Sen. Mary Grace Poe, chairman of the Senate Committee on Public Services, agreed to the holding of an executive session.

"Scams are getting worse, the public has still heard nothing from the investigations [(Text) Scams are getting worse, and yet the public) has heard nothing from the investigation," she said.

Poe also asked the DICT about concerns on the StaySafe application (app) which many had suspected to be "the source of the leak" of personal information of mobile subscribers that ended up with some casinos.

The Staysafe app was the contact tracing app used by several local government units as well as business establishments at the start of the pandemic.

The app requires the user to input his/her name, mobile number and home address, as well as health data including one's temperature upon entering the establishment. 

Although Former president Duterte has vetoed the bill due to the inclusion of Social media accounts. This might not be included in the new version of the bill. 



The Senate on Monday approved on second reading the bill mandating the registration of subscriber identity modules (SIM) cards to thwart online scams and even terrorist activities.

Poe sponsored Senate Bill (SB) 1310 or the proposed "SIM Registration Act."

It aims to curb mobile phone and electronic communication-aided crimes — from text scams to terrorist activities — by requiring mobile phone users to present valid government identification (ID) and documents in registering their SIMs.

The proposed law includes the mandatory registration of newer types of SIMs, such as eSIM (electronic SIM).

Under the bill, minors who own mobile phones should register their SIMs using their parents' or guardians' names.

Most mobile subscribers were receiving fraudulent text scams from unknown mobile numbers. Mobile experts mentioned that scammers got our personal information from contact tracing forms due to health protocol and other online forms probably. In addition, Using public Wi-Fi from airports, coffee shops and Malls are vulnerable from hijacking Digital information from Mobile users.

The company should be liable for data protection of their consumers under data privacy act of 2012. 

The old text scam was you need to pass a load an anonymous number until now, they were using the same scheme. 

The new scheme was fraudsters included your name on SMS to be more convincing which it has link that perhaps it would direct you to crypto site or gaming site.

Be careful what you click on any device. Make sure it is accountable. Scrutinized possible text scams and discern it.
